Clarity Act failed in Congress. Not ideal but not dead.

Plan B: SEC & CFTC drop a regulatory framework instead. Administrative route can still unlock most of what we need for market structure. Just means we codify it legislatively later when Congress stops being useless.

We've survived worse. Keep building.
