VIETNAM CRYPTO PILOT: THE PENALTY CLOCK STARTS MONDAY — BEFORE ANY LICENSED EXCHANGE IS LIVE
Vietnam is rushing its regulated crypto asset market into existence, and the timeline just got real.
⏰ Sept 1, 2026 — Decree 284/2026 takes effect. From Monday, Vietnamese investors trading crypto through platforms not licensed by the Ministry of Finance face fines of VND 30–50 million (~$1,150–1,900). Unlicensed service providers face up to VND 200 million (organizations) / VND 100 million (individuals), plus suspension, asset confiscation, and website removal.
🏛️ The pilot itself (Resolution 05/2025/NQ-CP, Sept 2025): A 5-year pilot framework covers crypto asset issuance, trading, custody, proprietary trading, and market operations where assets must be backed by real-world assets (RWA) excluding securities and fiat. Foreign investors get access first while domestic investors wait 6 months after the first license, featuring a 10,000 tỷ VND (~$380–383M) minimum capital requirement, Level 4 security standards, a 49% foreign ownership cap, and VND denomination.
📋 Status as of Aug 30: Five companies have passed preliminary assessment, yet zero operating licenses have been issued ahead of the Ministry of Finance's Q3 2026 go-live target.
