Every note (Dusk's version of a UTXO) is tied to two separate keys. The Secret Key is what actually moves funds — known only to the owner, required to spend a note. Nobody else can touch it, full stop.
The View Key is different. It lets a third party — an auditor, a regulator, a compliance system — see that a transaction happened and what it contains, without giving them any power to spend anything. Sharing your view key is disclosure, not custody.
That split is the whole trick. Ownership and visibility are separated into two independent permissions instead of one all-or-nothing key. You can prove activity to a regulator while your funds stay entirely under your own control.
