Russian officials said the repairs were needed at oil refineries, while the government has begun importing petrol and temporarily allowed the production and sale of lower-grade fuel such as Euro 2 to ease the crunch. The report also said Ukrainian strikes on distribution centres of Wildberries, Russia's equivalent of Amazon, are disrupting shoppers and causing economic pain for sellers.
