According to Jin10, the head of Iran's Energy Optimization Organization said the first plan would keep gasoline prices unchanged but cap total allocation at 121 million liters, after which fuel nozzles would be shut off. The second plan would distribute the 121 million liters of gasoline produced each day to vehicles, and anyone wanting more than the quota would have to buy gasoline at free-market prices. The third plan would allocate gasoline quotas to the public at 30 liters per person per month and allow quota transfers, purchases, and sales.
