most privacy chains force a choice: hide everything from everyone, or prove nothing to anyone. i've seen dusk network refuse that trade instead. it built privacy that stays closed to the public but opens for a licensed auditor on request — closer to a sealed envelope with a court-ordered opener than a black box.
that's what the Hedger component inside DuskEVM does. i've seen it running transactions through zero-knowledge proofs and homomorphic encryption, so amounts and counterparties stay unreadable externally, while authorized regulators retain access for compliance checks. to me that's privacy as a permissioned default, not privacy as evasion — and it's the only version regulated capital can legally touch.
