Here is what the new regulatory framework means for the market:
* The "Big Three" Safe Harbor
Unqualified retail investors will be restricted to trading only high-liquidity assets on regulated exchanges—specifically $BTC, ETH, andUSDT. All speculative altcoins and memecoins are locked out for non-accredited accounts.
* Annual Retail Trading Caps
Retail purchases will be capped at 300,000 rubles (~$3,600 USD) per year per intermediary. Accredited/qualified investors face no purchase caps.
* Liquidity Migration & P2P Volume
With domestic exchange access restricted, retail trading volume is expected to shift heavily toward off-exchange P2P channels, decentralized protocols, and cold storage custody.
While strict caps curb speculative altcoin volume in the short term, funneling retail flows exclusively into mega-caps reinforces the long-term dominance of BTC and major stablecoins likeUSDT.
